I am writing on behalf of the Horsham Society to object to this application. It appears to us that there are inherent contradictions in the case put forward by the applicant. If the provision of an ATM would not, as he suggests, attract users who simply want to use an ATM and therefore not significantly increase the number of vehicles using the site, the ATM could be installed within the store. This would eliminate the need for the ATM to be covered at night (not that it is clear from the plan how it is proposed that this would be achieved). The proposed bollards are so flimsy and inappropriate (it is unclear how vehicles would drive over them when they were down) as to be impractical. The argument that the existing parking places are not currently filled fails to take account of the very limited turning space which results in a deal of conflicting vehicle movements as cars jockey to get in and out. There needs to be an element of over-provision for the car park to work at all so it is not sensible to base an argument on achieving near maximum capacity at any time.
