I am writing on behalf of the Horsham
Society to object to this application as
currently proposed. There is no objection in
principle to what Novartis wants to achieve
but it is essential that the setting of the
main locally listed HQ building is respected
and protected. Although not part of this
application it is essential that the avenue
and vista from the entrance lodges up to the
main HQ building is protected in any future
development. The current proposal would have
ugly security fencing running roughly NE-SW
across the west frontage of the HQ building
to the west of the new access road. This
would destroy the visual impact and setting
of the building when looking up at it from
the avenue. We suggest that the new fencing
should be broken in the centre of the
building and replaced with a new set of
gates between brick piers to suit the 1930s
style of main building. The new gates could
be an attractive feature whilst still
designed to meet the necessary security
standard. They need not be openable. We
would wish to see this required imposed as a
specific condition should planning consent
