21 February 2008
Head of Development
for the attention of Steven Booth
Horsham District Council
Park House, North Street
Horsham RH12 1RL
Dear Mr Booth
DC/08/0030: 68-70 EAST STREET AND 21-25 DENNE
PARADE, HORSHAM
I write on behalf of the Horsham Society.
The Society notes that the proposal is for flats on up
to 4 storeys to provide 52 affordable dwellings (24 x
1-BR, 26 x 2-BR and 2 x 3-BR). The Society also notes
that this will result in a density of some 217
dwellings per hectare but welcomes the emphasis on 1
and 2 BR units on this town centre site..
The Society has no objection to the proposed use or to
the design of the building which, while making a
contemporary contribution to the existing street
scene, reflects its scale, texture and variety. The
retention of some planting on the East Street and
Denne Parade frontage is welcomed.
However the Society does object to the layout. The
access to East Street is one-way only and the traffic
movements would impose an additional demand on Denne
Parade. It therefore considers that advantage should
be taken of the proposal to widen the one-way access
to allow two-way traffic.
The Society also notes that the layout is somewhat
constrained by the exclusion of 27 and 29 Denne Parade
and could be improved if consideration was given to
their acquisition for inclusion in the site.
Yours sincerely
Oliver Palmer
